Legislation Affecting Dog Owners & Breeders
From the AVMA Veterinary Medicine Mobility Act
The Senate passed a key piece of legislation that impacts many veterinarians in the nation–the Veterinary Medicine Mobility Act (S. 1171). This commonsense legislation will allow veterinarians the ability to provide complete care to their animal patients beyond their clinics. Sponsored by Senators Jerry Moran (R-Kansas) and Angus King (I-Maine), S. 1171 would amend the Controlled Substances Act to permit veterinarians to carry controlled substances outside of their primary places of registration and across state lines to treat their patients. This means that licensed and registered veterinarians who treat patients on the farm, in the wild, at a client’s home or in other mobile settings will be allowed to bring and use controlled substances to provide pain management, anesthesia or euthanasia. With the bill passed in one chamber of Congress, we now look to the U.S. House to take up this important legislation. To make this happen—we need your help! Please contact your representatives today and ask them to cosponsor and vote for the companion bill in the House—H.R. 1528, the Veterinary Medicine Mobility Act. BREED SPECIFIC LEGISLATION
SB 969 would allow cities and towns to enact breed-specific dangerous dog legislation. The AKC and the Massachusetts Federation of Dog Clubs and Responsible Dog Owners (MassFed) both strongly oppose the bill. The AKC issued a legislative alert on the matter, and continues to work with MassFed in opposition to the proposal. SB 969 was heard by the Joint Committee on Municipalities and Regional Government in early June. No action has been taken. BREEDER LICENSING House Bill 1874 / Senate Bill 401 would provide for breeder licensing, breeder regulation, and consumer protection provisions that, if enacted as introduced, would have far-reaching impacts on all Massachusetts breeders. Those impacts include licensing breeders the same as pet shops, considering hobby breeders as a type of pet dealer, and extending rulemaking authority to the Department of Agricultural Resources over kennels and persons otherwise selling, exchanging, or transferring the offspring of their personally-owned dogs. Both the AKC and the Massachusetts Federation of Dog Clubs oppose the bill. The bills have been heard by and are currently pending in the Joint Committee on Municipalities and Regional Government. |
